SPAT Introduction

Now, and into the foreseeable future, increasing expectations and burdens will undoubtedly be placed upon organizational capabilities within the realm of anti-terrorism and counter-terrorism. Globally, many organizations tasked with these assignments find themselves ill-prepared for the diverse and complex tasks associated with combating terrorism.

In late 2003, PPSC created its “Special Projects & Training” (SPAT) division to address these challenges. SPAT is comprised of current and former "Tier-One" special warfare operators, all of whom are also experienced in the art of training others in acquiring the skills necessary to perform  critical tasks.  SPAT training encompasses virtually all of the skill sets necessary to meet current and emerging threats to both populace and infrastructure, from proactive and reactive postures.

In keeping with the Police Policy Studies Council’s exemplary standards of ethics and quality, services provided by SPAT are generally available only to government organizations, by contract or special arrangement only.

"SPAT" has been structured to facilitate specialized services to government contractors, domestic and foreign.  This division has been structured by two Tier-One military specialists, Sean McCann, and .

PPSC Cold Case Homicide Investigations and Cold Case Officer-Involved Shooting Investigations

Many of these investigators are currently working with the Los Angeles County Sheriff's Department Homicide Bureau, reviewing cold case DNA and "latent print" homicides. We also are affiliated with a fully accredited DNA lab that produces results much faster and less expensively than most labs do. It's becoming fairly commonplace to hear news accounts of old, seemingly unsolvable murders being brought forward to justice.
