Town of Paradise : Snow Clearing

Regulation 2a

No vehicle is permitted to park on any street within the Town of Paradise from December 1st to March 31st, inclusive, between the hours of 1:00 a.m. and 8:00 a.m. or any time during a snowfall and for (12) twelve hours thereafter.

During our last winter, the Town experienced some vehicles that were left unattended in the middle of the road for many hours during a heavy snowfall. This created difficulties for traffic and the Town’s Snow Clearing Crew to do their job effectively. This year we have a towing company in place in the event that any unattended vehicle left on the road will be towed immediately at the owner’s expense.

Snowclearing Damage Policy

1. All claims for damage must be made in writing to the Town Office within fourteen (14) days of the damage occurring; otherwise the claim will not be honoured. (Verbal claims will not be responded to.) Claims will not be honoured after May 15th each year.

2. The Town will not be responsible for any damage caused within the road right-of-way. This includes damage to fences, garbage boxes, trees, etc.

3. The Town will not be responsible for damage caused by “weight of snow” or “lawn browning”.

4. The Town will not be responsible for damage caused to trees on private property if they have not been properly marked and protected i.e. painted poles min. 4 feet high alongside trees to mark location, poles around trees wrapped with burlap.

5. When making a claim the following information should be included to enable the processing of your claim. If sufficient information is not provided this could result in your claim not being honoured.

a. Your full mailing address.

b. Time that damage occurred e.g. 6:30 a.m., Friday December 6, 2002

c. Type of equipment that caused the damage e.g. International Backhoe

d. Name of company that owns the machine e.g. John Smith Snow Removal

e. Type of damage and approximate costs in dollars of the claim.

f. If possible a picture of the property before the damage was done.

Snowclearing Route/Information Priority

Snowclearing Road Priority and Level of Service

Snowclearing in the Town of Paradise shall be done on a priority basis as follows:

1. Arterial Roads: Topsail Road
2. Collector Roads: St. Thomas Line, Paradise Road, Karwood Drive, McNamara Drive, Elizabeth Drive, Carlisle Drive, Brougham Drive
3. Local Roads All side roads/ Cul-de-sacs

For the purposes of snowclearing, the town is divided into nine snowclearing routes. Snowclearing operations will begin when 5 cm of snow has accumulated on the road surface and will continue as required.

During the peak of a snowclearing event, the main effort will be to keep arterial and collector roads open. Local roads will be plowed when and as required after arterial and collector roads are done. Town snowclearing crews will assist emergency vehicles if required.

Under “normal” storm events, each route will be completed within a six to eight hour period from the time the storm has ended. Street widening will be started on the next regular workday. Snow from the street widening process will be deposited on properties adjacent to the road right-of-way until such time it is not practical to do so.

Ice Control - Routes/Priorities/Level of Service

Ice control in the Town of Paradise shall be done on a priority basis as follows:

1. Arterial Roads Topsail Road
2. Collector Roads St. Thomas Line and steep hills
3. Local Roads All side roads/ Cul-de-sacs

For the purposes of ice control, the Town is divided into four ice control routes. Ice control operations will begin when road surface becomes slippery and will continue as required.

During the peak of a ice control event, the main effort will be to keep arterial and collector roads from becoming slippery. Local roads will be done when and as required after arterial and collector roads are completed. Town ice control crews will assist emergency vehicles if required.

Under “normal” ice control events, each route will be completed within a five to six hour period from the time the storm has ended.

Ice control on all roads in serviced areas shall be done using 100% salt. All other roads shall be done using a 25% / 75% salt / sand mixture.

Town of Paradise : Garbage Collection

May 1st to November 30th each yearIn an effort to keep Paradise clean, the Town is adopting the following regulation:Residents are advised that effective May 1, 2005 residential garbage is to be covered or enclosed in an appropriate container. Special garbage collection for items other than regular household garbage is collected every Saturday with the first Saturday of the month reserved for metal items such as household appliances.

Town of Paradise : Recycling

The Blue Bag Recycling Project has the overall goal to keep valuable materials out of landfills so that they can be made into new products and so that our landfill space and natural resources are conserved. Bag for Refundable Beverage Containers: juice boxes/containers, steel cans, pop, juice and beer cans, plastic 2L bottles, clear and coloured glass, liquor bottles.
